Health Care/ Long Term Care

The Institute for Economic Policy at the University of Cologne has many years of research experience in the areas health and long term care insurance.

The biggest challenge for health care policy is to adapt the health and long term care insurance system to the demographic changes. In a pay-as-you-go system, a decreasing number of contributors and an increasing amount of benefit recipients lead to higher contributions or lower benefits. We therefore ask how the health and long term care insurance can be transformed into sustainable systems while not endangering benefits of the current generation.

In particular we focus on the conditions required for functioning competition between different health insurance providers, as this is a necessary step towards competition focused on improving efficiency and quality in the interest of the insured. At the iwp, we created a reform model called „Bürgerprivatversicherung“, which meets these requirements. We constantly aim to advance this model and to adapt it to existing structures of the German health system
